On August 2, 2018, Quebec’s new Expression of Interest System came into effect as part of the province’s efforts to streamline the processing of QSWP applications. Individuals interested in applying for immigration to the province will begin the process by declaring their interest in applying to the program by entering a profile in the Quebec Expression of Interest Bank.
Quebec’s Arrima portal
On September 18, 2018, Quebec’s immigration ministry, the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) began accepting expressions of interest to apply for the Quebec Skilled Worker program through the Arrima portal. All potential applicants to the QSWP must first submit an expression of interest for free by completing a profile using the Arrima portal. The Arrima portal will remain open year-round and individuals looking to immigrate to Quebec under the QSWP will be able to submit an expression of interest profile at any time.
Quebec Skilled Worker program
Quebec Skilled Worker / Professional applicants intending to reside in Montreal or another city in the Province of Quebec are assessed upon a series of factors, i.e. a Point System, which is designed to indicate the likelihood of becoming economically established in Quebec. Applicants who are successful under the Quebec Immigration selection system are issued a Quebec Selection Certificate (CSQ).
Eligibility Criteria
To qualify for a Quebec Selection Certificate, Skilled Worker / Professional applicants must score enough points under the Quebec Immigration selection system below. A single applicant must score at least 49 points based on the criteria below. An applicant with a spouse or common-law/conjugal partner must score at least 57 points.

Quebec Skilled Workers are not assessed based upon the selection factors of the Federal Skilled Worker Program. Citizenship and Immigration Canada acknowledges the selection of applicants who meet Quebec immigration selection criteria.

Step 1:
Submission of the Application for Quebec Selection Certificate to MIDI..
Step 2:
Issuance of CSQ for the applicant and each dependent following a thorough assessment by MIDI.
Step 3:
Making a separate application to the Government of Canada for permanent resident visas.
Step 4:
Medical and security examinations and issuance of permanent resident visas.
